What's your idle at? Target idle (depending on year and model) is generally around 700RPM, so if you're idling at 900 RPM or something, the ECU is basically going to be shutting the AAC valve in futile attempt to lower the idle. In this case, you should try closing the idle adjustment screw (clockwise to restrict the incoming amount of air). If you can't get it low enough, the usual cause is a vacuum leak. It doesn't sound like something that would be happening in this situation, but it wouldn't hurt to check your TPS is set correctly, too.
